The HSE's chief clinical officer's advice comes as new measures to curb the spread of Covid-19 were introduced this week.
From today, all workers have been urged to work from home if possible, and, as of last night, bars, restaurants and nightclubs must close their doors at midnight.
Rules regarding household contacts have also been changed. From now on, fully vaccinated household contacts of confirmed cases must restrict their movements until they have three negative antigen tests within five days.
Additionally, proof of Covid vaccination will now be required at cinemas and theatres.
Covid certs will not be required at hairdressers and gyms, as was previously discussed by Cabinet.
Addressing the nation earlier this week, An Taoiseach Micheál Martin said that "Nobody can guarantee anything in relation to Covid-19."
