This is because of what's known as a Letters Patent, which was introduced in 1917 by King George V, and dictated that the royal title continues along the male line of inheritance, in this case, William as the eldest son.
This means that when Meghan and Harry's children will be known as Lord/Lady when they are born unless the Queen steps in.

The Queen could issue another Letters Patent as she did before the birth of Prince George which meant that when Princess Charlotte was born, she was entitled to the title of HRH Princess Charlotte of Cambridge.
If the law had not been changed, Princess Charlotte would have been known as Lady Charlotte Mountbatten-Windsor.
